Johannesburg's Office Market Has More Choice. But Businesses Still Need to Choose Carefully

Johannesburg offers something that many businesses value: choice.

Compared with tighter markets such as Cape Town, Johannesburg has a larger amount of available office space and a much wider range of buildings, locations and price points.

But more choice does not necessarily make the decision easier.

It can actually make it harder to identify which space represents genuine value.

In Q2 2026, Johannesburg's overall office vacancy stood at 15.1%, according to the latest SAPOA data. That was an improvement on 15.5% in the previous quarter, but vacancy remained the highest among South Africa's major metropolitan office markets. (baker-street.co.za)

So what does that mean for businesses?

More choice can create more negotiating room

When there is a larger pool of available space, businesses can afford to be more selective.

They may have more scope to compare buildings, negotiate commercial terms and consider locations they might previously have overlooked.

This is particularly relevant for businesses willing to look beyond the traditional Johannesburg CBD.

Sandton remains one of the country's most important business districts, while Rosebank, Waterfall and other decentralised nodes offer alternative environments for businesses looking for modern workspace and strong connectivity.

But availability isn't the same as quality

Johannesburg's vacancy figures can make the market look straightforward.

There is space available.

The challenge is identifying the space that is actually worth taking.

Older buildings may offer attractive headline pricing but require greater investment in fit out, security, connectivity or facilities.

Newer buildings may have higher rents but provide a stronger employee experience and lower operational requirements.

That is why businesses should compare the total cost of occupancy, rather than simply the advertised rental rate.

The quality gap is becoming more important

JLL's research has highlighted continued demand for prime quality offices, with new prime stock entering the Johannesburg market and being absorbed relatively quickly. It also notes that some occupiers are considering existing A Grade buildings with slightly lower sustainability ratings as a way of balancing quality and cost. (JLL)

This is an important point for businesses.

There is often a middle ground between the most expensive new building and the cheapest available office.

A well located, good quality existing building may offer the balance a business actually needs.

Flexibility can help businesses make the most of the market

Flexible workspace gives occupiers another way to approach Johannesburg.

A company expanding into South Africa may not know exactly how large its Johannesburg operation will become.

A serviced office can provide a starting point.

A managed office can offer more control while avoiding some of the complexity of setting up a conventional lease.

And for larger businesses, flexible space can also supplement a permanent headquarters when additional capacity is needed.

Johannesburg is not one office market

This may be the most important point.

Johannesburg should not be treated as one homogeneous office market.

Sandton is different from Rosebank.

Rosebank is different from Waterfall.

The CBD is different again.

Each location has its own combination of accessibility, amenities, building stock, employee appeal and commercial terms.

For an international business, understanding those differences can make the office search considerably more efficient.

What should businesses look for?

Before starting a Johannesburg office search, it is worth defining:

  • Where employees are based

  • Where clients need to reach you

  • The importance of public transport

  • The level of building quality required

  • Your expected headcount

  • Your growth plans

  • How much lease flexibility you need

  • Your total occupancy budget

Once those requirements are clear, the amount of available space becomes an advantage rather than a distraction.
